Early mental math is less about arithmetic than about number sense — knowing that 7 and 3 make 10, that 20 is two tens, that adding and subtracting undo each other. Those relationships are what let a child calculate rather than count, and they are built by frequent short practice rather than by longer sessions.
Second grade is the written-method year. Column addition and subtraction arrive, then regrouping, and with them the first arithmetic that has a procedure to follow rather than a fact to recall. Children who still lack instant facts within 20 find this year disproportionately hard, because they are running a procedure and reconstructing facts at the same time.
2nd graders are expected to mix addition and subtraction within 100 and choose the right operation for a problem; after that comes mixed addition and subtraction within 100.
