Most students who struggle on timed tests can already do the arithmetic — they run out of time because each fact is being worked out rather than recalled. That is a different problem from not knowing the math, and it needs a different fix: short timed retrieval practice, which is uncomfortable at first and is exactly what makes it effective.

Third grade has all four operations available at small numbers, which makes random mixed practice possible for the first time. The useful difficulty is choosing: deciding what a question asks before answering it.
