Number sense and how it develops

Number sense develops in a fairly consistent order: counting words, then one-to-one correspondence, then cardinality, then the realisation that quantities can be taken apart and recombined. Each step depends on the one before, which is why a child who seems stuck is often missing something earlier rather than the thing being taught.

Third grade has all four operations available at small numbers, which makes random mixed practice possible for the first time. The useful difficulty is choosing: deciding what a question asks before answering it. Word problems fail here not on arithmetic but on picking an operation from a keyword rather than from the situation.
