Subtraction at this level is mostly about signs and context — negative results, differences inside multi-step expressions, and subtraction of decimals and fractions. Students who are still reconstructing basic differences spend their attention there instead of on the structure of the problem, which is why speed on the plain facts keeps paying off.
Fifth grade moves from whole numbers to the rest of the number system: fractions with unlike denominators, decimals, percentages, and order of operations. Percentages are where arithmetic becomes visibly useful outside school, and the students who cope best are the ones whose basic facts are automatic enough to leave attention for the new structure.
