Fluency is not speed alone — it is accuracy, speed and flexibility together. A fluent student answers 8 × 7 instantly, but also knows how to get it from 8 × 5 plus 8 × 2 if recall fails. Practising only for speed produces brittle knowledge that collapses the moment a fact is forgotten; practising strategies alongside it does not.
